Gwinnett County Public Schools partnered with the Georgia Department of Education (GaDOE) to develop a new evaluation system for teachers and leaders. In Gwinnett, we are calling it the Gwinnett Teacher and Leader Effectiveness System. Why the focus on “effectiveness”? Because the goal is to implement a system that is more than an evaluation tool… It also should increase the effectiveness of our employees by identifying areas of strength and growth and individualizing professional development based on specific needs.

Gwinnett Teacher Effectiveness System (GTES)
GCPS’ work on a new evaluation system for teachers actually began in 2009 as one of the district’s strategic initiatives. The new system uses observation data, growth in student achievement, and student perception surveys to determine a teacher’s effectiveness. The primary purposes of the GTES are to:
- Increase student achievement for all students
- Identify areas of strength and growth for each teacher
- Individualize professional growth based on specific needs

10 for 10 Standards
Grouped under five Key Domains, the 10 research-based performance standards are assessed through observations of teacher practice. Effectively implementing these performance standards leads to increased student achievement. In Gwinnett, we want our teachers to go 10 for 10.

Gwinnett Leader Effectiveness System (GLES)
Though research indicates the most important factor in a student’s education is first and foremost, the teacher, today’s school leader is expected to lead the school with this ultimate goal of increasing student learning while helping staff to grow professionally. The goal of Georgia’s Leader Keys Effectiveness System is to provide leaders with meaningful feedback and to support the continuous growth and development of each leader by monitoring, analyzing, and applying pertinent data from multiple sources toward attainment of established performance goals.
